Britain and America have forged a significant commercial pact that will keep no levies on British pharmaceutical exports being sold in the American market.

Key Provisions of the Deal

Under the terms of the agreement, the UK has agreed to increase funding on pharmaceuticals through the public health system. This move secures that import taxes on these vital products will stay at zero for a period of 36 months.

This deal follows previous warnings to hike duties on patented pharmaceutical products, with increases discussed up to 100%.

"This agreement with the United Kingdom reinforces the worldwide climate for innovative medicines and brings much-needed fairness to U.S.–U.K. medicine commerce," an announcement noted.

Trade Importance

Pharmaceuticals constitute one of the Britain's biggest export categories to the US, which is clearly the biggest destination for large companies like GSK and AstraZeneca.

Trade data indicate that in the 12 months to the end of last September, the UK sold medicines totaling over eleven billion pounds to the US. This value represented nearly one-fifth of total UK exports in that timeframe.

"This deal protects jobs, increases investment and sets the stage for the UK to emerge as a worldwide center for life sciences," a government official stated.

Specific UK Commitments

The agreement includes several key pledges from the United Kingdom:

  • Revised Affordability Limit: The UK will lift the cost ceiling at which it considers new treatments to be unaffordable by 25%.
  • Higher Drug Budget: There is a goal to double overall public funding on medicines from 0.3 percent of GDP to 0.6% over the following ten-year period.
  • Rebate Cap: The amount drug companies must refund to the NHS to control costs will be capped at fifteen percent. In the past, refunds exceeded 20%.

Recent Tensions

The deal follows a protracted tension between the sector and the UK government over medicine costs and regulatory access.

The disagreement were exacerbated by arguments that American patients were charged significantly more for the equivalent treatments than patients in the Britain and the EU.

In recent months, several large drug company projects in the UK have been delayed or scrapped, while multi-billion-dollar funding commitments have been directed toward US facilities.

One official publicly accepted that the NHS needed to invest a greater share on medicines, noting that its budget allocation on drugs had declined as a percentage of its overall budget over the last ten years.
